CC BY-ND 4.0 permits redistribution including commercial redistribution, but does not permit derivative works. Reusers cannot remix, translate, or adapt the licensed material — they can only redistribute it in its original form, with attribution.
Like CC BY-NC, ND licences are not classified as 'open' under the Open Definition because they restrict the freedom to adapt, which is a core open-licensing freedom. They are most often used for short-form work where the author wants the work to circulate widely without being modified — manifestos, position papers, certain creative essays.
