Version 2.0 (2017) is permissive and attribution-only, drafted to be compatible with the Open Government Licence (UK), Creative Commons Attribution, and the Open Data Commons Attribution Licence — explicitly listed in the licence text as one-way-compatible licences.
Etalab — the French government open-data mission — drafted the licence to address the licensing fragmentation that had emerged across French regional and local government open-data programmes in the late 2000s. It is now the dominant French government open licence.
