NZGOAL is not itself a licence — it is the New Zealand State Services Commission's policy framework for licensing of New Zealand government-held copyright works. It recommends Creative Commons Attribution 4.0 as the default for most government-published material, with specific guidance on where alternative licences are appropriate.

The framework was one of the first national-level government open-licensing frameworks to standardise on Creative Commons rather than drafting a bespoke government licence, which simplified subsequent international data-combination work.
